全省排污权交易在我市先行试点

　　近日，我省首次将排污权有偿使用和交易同排污许可证制度挂钩，并明确我市等试点地区凡参与排污权交易的单位，应按规定购买初始排污权，这将迫使有关企业调整产品结构，采用新技术、新设备，减少排污量。目前，我市交易试点的相关办法正在制定中，争取年底前出台。
