2013年04月18日晚，温州市龙湾区蒲州街道名人花园发生多起入室盗窃案。

治安保卫工作制度松弛，楼下安全防盗门没有上锁，防范不到位，监控安装不足，发生重大刑事案件。

1、落实保安巡逻制度；
2、加强夜间巡逻，安装报警器。
3、小区落实外来人员出入登记手续
