2013年8月19日下午，在浙江省温州市龙湾区永中街道镇南锦苑11栋504发生一起入室盗窃案。

治安保卫工作制度松弛，防范不到位，发生重大刑事案件。

1、落实保安巡逻制度；

2、加强白天巡逻，安装报警器；

3、落实小区出入登记制度。
