　　小偷扒窃时被捕捉到的影像，发布到专门建立的网络平台上让大家辨认，认出来奖励千元。6日，南京市公安局鼓楼分局“天罗地网抓小偷”正式上线。

　　在很多人的印象中，警察抓捕时，常要将嫌疑人头脸蒙住，以防曝光。如今警方在未经司法审判前公布小偷影像，是否存在侵权？是否有“人肉搜索”嫌疑？
