　　(记者温婉)不封道不设卡，没有鲜花，也没有彩旗。2月17日上午，市政协十届三次会议开幕会在温州市人民大会堂召开，本年度市“两会”就此正式拉开帷幕。

　　上午9时许，在庄严的国歌声中，市政协十届三次会议正式开幕，市政协主席包哲东代表政协第十届温州市委员会常务委员会向大会作工作报告。
